Highland Plantation has a three-member Board of Assessors. The Assessors are elected for a one-year term at the Annual Town Meeting in March.

The Board of Assessors in Highland Plantation has petitioned the Maine Land Use Planning Commission ( or LUPC) to reestablish jurisdiction for land use planning and zoning. The Land Use and Planning Commission has posted a draft Chapter 17 rule related to the transfer of land use authority, and it is currently open for a 30-day written public comment period.
